<p>-- Comments: For years the state believed that balances were
the key to fiscal stability. Now, in a move that has helped its
ranking rise, South Dakota is putting its faith in a rainy day fund
that can be tapped less easily. Otherwise, much attention has been
focused on gambling. The state was one of the first to pioneer video
lottery. Now, casinos are coming to Deadwood City, where Wild
Bill Hickok was killed playing cards. Meanwhile, a handful of
Native American casinos are up and running, providing significant
infusions of cash to local tribes. Legislators gutted the governor's
health care reform packages. The Democratic party is now in
control of the senate for the first time in 20 years Bulletin: Coyote
State has changed its nickname to the Mount Rushmore State.
